En esta oportunidad hablamos sobre urbanismo sostenible y contamos con las presentaciones de Federico Bustelo, Director Nacional en la Subsecretar\u00eda de H\u00e1bitat y Desarrollo Humano de la Naci\u00f3n, Mart\u00edn Isola, Director General de Ciudad Moderna y Sustentable en el Gobierno de la Ciudad de Buenos Aires y Mar\u00eda Jos\u00e9 Leveratto, Arquitecta e integrante del estudio Edificios Verdes.<\/p>\n<p>El primer orador, Federico Bustelo, present\u00f3 el proyecto de la Subsecretar\u00eda de H\u00e1bitat y Desarrollo Humano de la Naci\u00f3n, que se focaliza esencialmente en la urbanizaci\u00f3n de villas y asentamientos con el objetivo de transformarlos en ciudad, generar ciudadan\u00eda y empoderar a sus habitantes. Los tres principales espacios de trabajo son el p\u00fablico, mejoramiento del h\u00e1bitat y la urbanizaci\u00f3n. A partir de un diagn\u00f3stico de vulnerabilidad urbana la Subsecretar\u00eda identifica las siguientes problem\u00e1ticas: baja calidad o ausencia de espacios p\u00fablicos, d\u00e9ficit habitacional, d\u00e9ficit de servicios b\u00e1sicos, falta de planificaci\u00f3n y fragmentaci\u00f3n territorial y social y tenencia irregular de la propiedad.<\/p>\n<p>Es importante destacar que desde la Subsecretar\u00eda se busca realizar un abordaje integral del h\u00e1bitat para lograr cohesi\u00f3n comunitaria, inclusi\u00f3n social e integraci\u00f3n urbana. En este sentido, es clave el trabajo social para garantizar la sostenibilidad en el tiempo. Dice Federico: \u201cla gente se tiene que sentir parte del proceso y debe definir prioridades\u201d. Como parte de la din\u00e1mica de las intervenciones se identifican zonas vulnerables, se genera presencia territorial en el barrio y, finalmente, se lleva adelante el proyecto junto a los vecinos, las organizaciones barriales y el Estado en sus distintos niveles de gobierno. Dichas intervenciones tienen el fin de mejorar la convivencia, aumentar la seguridad, mejorar el h\u00e1bitat y fomentar la conectividad del barrio a la ciudad.<\/p>\n<p>Como se mencionaba anteriormente, todo proyecto concebido e implementado desde la Subsecretar\u00eda cuenta con un componente f\u00edsico\u2014proveedur\u00eda de servicios b\u00e1sicos como agua, cloacas, gas, electricidad, espacios p\u00fablicos, calles etc. y un componente social de desarrollo humano cuyo principal objetivo es generar un impacto positivo en la comunidad en su conjunto a trav\u00e9s del trabajo colectivo. Para ello, se hace foco en actividades culturales y recreativas dentro de un marco de protecci\u00f3n del medio ambiente y promoci\u00f3n de la cultura de la sustentabilidad.<\/p>\n<p>Luego fue el momento de Mart\u00edn Isola, Director General de Ciudad Moderna y Sustentable en el Gobierno de la Ciudad de Buenos Aires. En primer lugar, Mart\u00edn destaca que su equipo de trabajo forma parte de la Subsecretar\u00eda de Ciudad Inteligente d\u00f3nde las cuatro Direcciones que la componen son: Innovaci\u00f3n, Gesti\u00f3n Digital, Proyecto Ciudad Inteligente y Sustentabilidad.<\/p>\n<p>Dentro de los desaf\u00edos que se plantean desde el Gobierno de la Ciudad se encuentran: lidiar con el stress, el sedentarismo de su poblaci\u00f3n, la falta de tiempo, la contaminaci\u00f3n ambiental y sonora. Estos desaf\u00edos, a su vez, generan oportunidades \u2014carbono neutro, gesti\u00f3n eficiente de recursos, movilidad sustentable, biodiversidad y resiliencia\u2014 que se llevan adelante aplicando los valores que los caracterizan \u2014alegr\u00eda, servicio, compromiso, empat\u00eda y trabajo en equipo\u2014.<\/p>\n<p>En la actualidad, la Subsecretar\u00eda se encuentra trabajando en los siguientes proyectos:<\/p>\n<ul>\n<li>BA Sustentable: tiene el objetivo de promover la cultura sustentable y las econom\u00edas colaborativas. Un claro ejemplo es la creaci\u00f3n de bicicletas a partir de PET reciclado.<\/li>\n<li>SelBA: se orienta a la difusi\u00f3n de techos verdes y barreras urbanas.<\/li>\n<li>BA Renovable: fomenta edificios renovables en comunas, trabaja el concepto de banca \u00e9tica y microcr\u00e9ditos.<\/li>\n<li>Ecoparques: Es importante resaltar que todos ellos apuntan al desarrollo de una ciudad que se disfrute, a escala humana, que genere cercan\u00eda, sea creativa, innovadora y cuide el medio ambiente. En palabras de Mart\u00edn: \u201cUna ciudad no es inteligente si no es sustentable\u201d.<\/li>\n<\/ul>\n<p><\/br><br \/>\nFinalmente fue el turno de Mar\u00eda Jos\u00e9 Leveratto, Arquitecta e integrante de Edificios Verdes. Desde el primer momento la oradora hizo especial hincapi\u00e9 en la necesidad de hacer foco en la ciudad y en los edificios, unidades b\u00e1sicas que se constituyen como los cimientos del urbanismo sostenible. Mar\u00eda Jos\u00e9 afirma que \u201cla energ\u00eda m\u00e1s verde es la energ\u00eda que no se consume\u201d y se hace reiteradamente la siguiente pregunta: \u201c\u00bfC\u00f3mo se construye hoy en Buenos Aires?\u201d<\/p>\n<p>Contin\u00faa diciendo que contrariamente a lo que com\u00fanmente se piensa, son los sectores residenciales y comerciales los responsables de la generaci\u00f3n de m\u00e1s del 50% de las emisiones de gases de efecto invernadero. De esta manera, para disminuir el consumo de energ\u00eda, es esencial disminuir las infiltraciones y que se construyan edificios que no pierdan o ganen calor a trav\u00e9s de sus envolventes. A su vez, remarca la importancia de respetar la normativa vigente que regula c\u00f3mo se deben construir edificios en Buenos Aires como puntapi\u00e9 inicial para dirigirnos hacia una ciudad m\u00e1s verde y sustentable. Para avanzar en esa direcci\u00f3n es necesaria decisi\u00f3n pol\u00edtica, di\u00e1logo e intercambio con distintos actores, implementaci\u00f3n por etapas y escalas, capacitaci\u00f3n t\u00e9cnica, simplificaci\u00f3n de formularios y presentaciones, sistemas de control y verificaci\u00f3n e incentivos.El encuentro de este mes nos deja en claro que la redefinici\u00f3n del concepto de desarrollo y planificaci\u00f3n urbana es clave para la construcci\u00f3n de ciudades sustentables y para la asignaci\u00f3n eficiente de recursos energ\u00e9ticos. A su vez, que como ciudadanos debemos empezar a pensarnos como parte del entorno y como parte de la soluci\u00f3n de las problem\u00e1ticas ambientales que nos aquejan en la actualidad.
